Abstract
One of the main principles in economics is scarcity and limitation of resources. Therefore, the optimal allocation of limited resources, especially in less developed economics that face a relative shortage of production facilities, as a general goal, has led to the definition of an unbalanced growth strategy versus a balanced growth strategy, to be used. In order to achieve continuous growth and sustainable development of the economy, it is necessary to make optimal use of productive resources. One of the most important and sensitive sources of growth and development is human resources. Human resource plays a dual role in economic planning, because it is considered as a factor of development and its purpose. Since the issues related to Human resource have economic and non-economic aspects, it has become very important in the country's macro-planning, so that it can be acknowledged that the most important concern of the country's planners is in the context of macro-plans, the issue is employment. Due to the expansion of the concept of regional planning, the problem of rising unemployment in line with other macroeconomic variables has taken on a regional dimension and has led to efforts to identify and address this economic problem at the regional level more than ever. One of these efforts is the adoption of policies to develop sectors with high employment potential. In this study, we extract the past and previous links of employment in economic sectors of Kermanshah province by using the national input-output table in 2016 and converting it into a regional input-output table, and then according to The amount of capacity and share of each economic sector has been determined according to the post and previous links between the sectors and also according to the purpose of employment in Sixth Development Plan.
