Abstract
The present study aims to investigate the factors preventing the sale of raw materials, the reasons for the sale of raw bitumen and the priority of the variables for the sale of raw materials, was performed. In terms of applied purpose and paradigm, research is considered as mixed research. The study population in the present study in the qualitative section includes miners, university professors, government officials and private sector experts in the field of study and in the quantitative section, the statistical population included experts, experts and university professors, which purposefully included 20 people that were selected as a sample. The data collection tools in the qualitative part of the research include observation techniques, field recording, in-depth semi-structured individual interviews and review of existing documents in this field was discussed in the qualitative section. Findings in the quality section indicated that the most important factors preventing the sale of raw materials, the potential for profit from the added value of bitumen processing, manpower, the existence of basic infrastructure, the possibility of exploiting the unused capacity of mines, the existence of potential technical knowledge in scientific centers Country and the existence of potential demand for processable products, but the most important reasons for the sale of bitumen raw materials, poor planning of bitumen processing, poor supply, limited technical knowledge, poor government support and poor business environment, lack of Existence of processing plants, lack of infrastructure in the region, technology and supply of old and up-to-date equipment and machinery,
