Abstract
The policy of reforming the subsidy system, which was implemented since May 1401 in order to reduce the role of the government in the economy and with the aim of fair distribution of subsidies and the realization of social justice, supporting the lower deciles of society, reforming the consumption pattern and fighting against corruption and rent, but its implementation It was accompanied by three major challenges for producers: 1-increase in the price of inputs, 2-increase in fixed cost affected by the forced reduction in production level and 3-decrease in demand. In this article, the experience of the activists of livestock and poultry production cooperatives in facing the mentioned challenges has been examined in Kermanshah Province. The main method is qualitative research (grounded theory), but in order to derive research strategies, SWOT analysis has also been used. A total of 21 experts and activists in the livestock and poultry production chain in the province have been interviewed. The findings of the research show that the experience of livestock and poultry production cooperatives from reforming the subsidy system is indicative of a difficult and challenging liberalization process. Reasons and motivations of producers from production, reactions to situations, intervention structures and conditions, background conditions and consequences are among other topics that have been addressed in the form of a paradigm model.
