Abstract
Development of employment for human resources, especially university graduates, is one of the key and fundamental goals in economic and social planning of countries. Achieving this goal requires a detailed understanding of the causes of unemployment and efforts to resolve them. Therefore, the purpose of this research is to examine and diagnose the causes of unemployment among university graduates in Kermanshah province. The theoretical sample in the qualitative section consisted of 28 subject matter experts who were selected purposefully and using the snowball technique until data saturation was reached among managers, experts and university professors. In the quantitative part, to obtain the approval of the members, a researcher-made questionnaire was set and additional data was collected from 51 experts in a targeted manner. In order to determine the degree of importance and priority of the identified factors, binomial test and Friedman test were used. The findings of the qualitative section showed that the factors affecting the unemployment of university graduates in Kermanshah province can be identified in six factors as follows: 1) social-cultural, 2) administrative, 3) economic, 4) developmental, 5) individual-family, and 6) university. The findings of the quantitative part indicated that the quality variable of laws and regulations and management, cultural factors and industrial development factor had the highest priority and technological development component and family factors and security factor had the lowest level of influence
