Offering Effective Solutions for Reviving Stagnant Agricultural Production Cooperatives in Kermanshah Province

Abstract
In recent years, the share of the cooperative sector in total employment compared to other economic sectors of the country has both increased and decreased. Cooperatives have not been effective in the country's agricultural economy, with many experiencing stagnation in this sector. Therefore, significant efforts are needed to revive and improve the condition of agricultural production cooperatives and provide appropriate solutions. This qualitative research was conducted to provide effective solutions for reviving stagnant agricultural production cooperatives in Kermanshah province. The study population included managers of stagnant agricultural production cooperatives in Kermanshah province, selected using purposive sampling. Data collected from semi-structured interviews were analyzed using MAXQDA12 software. Solutions for the revival of agricultural production cooperatives were categorized into 30 concepts and 7 general categories. These categories, in order of frequency of reference, include "financial and credit support," "efficient government policies," "government support for cooperative production activities," "improving financial literacy and marketing skills of producers," "enhancing supervision and management of cooperatives," "management and development of the value chain in cooperatives," and "the effectiveness of education and extension programs for cooperative development". Based on the research findings, it can be concluded that creating a suitable environment to support cooperative production activities through the participation of unions ensuring the provision of high-quality inputs coupled with improving insurance tariffs, reducing the costs of producer contributions to compensate for potential losses and management of value chain can significantly contribute to the revival of production cooperatives.
