Abstract
The main purpose of this research is to design an empowerment package with an emphasis on the cognitive skills of the elderly in Kermanshah province. The approach of the current research is of a qualitative type, which was carried out using the grounded theory research method. The studied community includes key informants in the field of the research subject. The selection of the participants was done by the purposeful snowball sampling method, which was achieved through interviews with 32 people. The data collection tools were in-depth and semi-structured interviews, field notes, and in some cases group discussions. In order to analysis the data, the technique of content analysis was used in the form of three-step coding of the grounded theory. The results showed that in creating the phenomenon of empowering the elderly, emphasis on cognitive skills of three categories of causal conditions (economic, educational and psychological factors), contextual conditions (nutritional, cultural-social and sports-motor factors) and intervening conditions (medical, managerial-supportive and communication factors) are involved. Also, according to the results, in order to empower the elderly, the General Directorate of Welfare and related centers had so far taken various measures in the fields of executive-cultural, motivational, social, medical and psychological services, which were fruitful and had consequences such as increasing self-confidence and self-esteem, increasing It has led to happiness in life and financial independence.
