Abstract
The current research was carried out with the aim of designing a model of human resource empowerment with the aim of developing employment for the middle and low income classes of the society by relying on home jobs and cooperatives. The research is of a mixed type (qualitative-quantitative) using interview and questionnaire tools. The study population was conducted in the qualitative part of the key knowledgeable people with experience, the specialists of the university professors in the field of management, economics, entrepreneurship, and in the quantitative part of the research, the statistical community of experts of Kermanshah province was conducted. Sampling in the qualitative part was done theoretically and with the benefit of targeted (judgmental) and snowball techniques, and in the quantitative part, available samples were selected. The evaluation of internal validity (validity) was determined in the qualitative part of the research using four criteria: pluralism, engagement with the topic, member approval and peer review, and in the quantitative part using content validity; Also, measuring the internal reliability of the tool (reliability) in the qualitative part of the research, respectively, retest reliability, and in the quantitative part, correlation coefficient and Cronbach's alpha index. In short, the results of the findings of this research show; Empowerment of human resources is influenced by various factors, including seven political-regulatory, economic, educational, and social factors; cultural; Motivation and individual and personality factors are the most important.
