Abstract
The present study aims to identify the barriers and facilitating factors for the economic empowerment and sustainable employment of people with disabilities residing in rural areas within community-based rehabilitation (CBR) programs in Kermanshah Province. This research is applied in purpose and qualitative in nature, classified as an exploratory study. The study population includes academic experts, welfare organization specialists, and relevant organizations directly involved in the employment of individuals with disabilities, as well as successful disabled entrepreneurs and employed individuals. Sampling was conducted through a purposeful method using snowball sampling until theoretical saturation was achieved. Data were collected via semi-structured interviews. To ensure the validity of the research, methods such as prolonged engagement, continuous observation, appropriate sample selection, simultaneous data collection and analysis, and participant review were utilized. Reliability was assessed using the test-retest method. The findings revealed that participation of the community, government policies and regulations, support systems, and personal capabilities were identified as final codes in facilitating factors. Conversely, barriers related to market and sales, individual and psychological challenges, physical and infrastructural limitations, legal and regulatory obstacles, social and cultural barriers, educational and skill-related challenges, and economic constraints were identified as key barriers to sustainable employment and economic empowerment of people with disabilities living in rural areas of Kermanshah Province. It is hoped that the results and proposed solutions of this study will effectively contribute to the sustainable employment of individuals with disabilities in Kermanshah Province.
